The set can make and receive calls on the outside lines, and can receive intercom calls -- but cannot make intercom calls. The dial tone is stuttered. We suspect the set has been locked (Extension Control). Is there anything else that could cause this?

Is it stutter tone that quickly becomes reorder?

If so, you may have inadvertently turned on the pickup dialing feature.

742xxx...xxx# defines the number to be automatically dialed on pickup (after a system wide programmable delay, default is 1 second)

741 activates
740 deactivates

If it's activated without being defined, or defined as gibberish, you'll get ROT one second after lifting handset (pressing SP-Phone, etc.)
