XPPRO kiosk account

I would like to share (reluctantly) my XP PRO PC with people close to me, including a 14 year old who likes to surf on the net and click anything that catches his eye.

I would therefore like to set up a kiosk account with following characteristics:
1) when switching from my regular admin user account to the kiosk account, my dialup internet connection remain connected;
2) the kiosk account will load up with the ?foreign language pack as a need exists to read and write foreign language material
3) restrictions placed on access to installed software
4) internet restrictions be imposed on the kiosk account including files / directories that can be saved, internet sites that can be visited (is it possible and practical?)

Currently my PC is installed without network, Active directory group policies, no language pack.

If what I wish to achive is practicable, can someone tell me (or point me to net resources) that do close to what I need to setup? And I would like information on backup to prevent a configuration diasaster as well.
