XP user utility - does it exist?

Hi all,
Does anyone know of a good utility that will allow user management in XP - in particular that will allow easy management of permissions, group policies etc.

How easy???? Type this command into run and look around."gpedit.msc" It has a really weird feature I haven't seen in a windows program.... It explains what the funtion does!!!!
