XP SP2 unable to attach to system state

We have backup exec windows 8.6 build 3878

I use remote agent and have backed up an XP Pro machine for 2 years now. We upgraded the machine to Service pack 2 and now we get:

Unable to attach to \\computername\System?State.
The device cannot be found.

Windows firewall is disabled.
We are able to successfully back up the drives on this XP machine, just not the system state.
No changes were made to the Veritas configuration at all.

I have the exact same situation running windows server 2000. SP4.

It had been running successfully for many moons. We had to rebuild the server (with the same configuration) and it fails to find the system state. It can find the drives fine.
