XP: Outlook Today - Black Banner Gone & Fonts are Different

I have one user whose Outlook Today looks different than all my other users. It is NOT an option in Customize Outlook Today because I've tried them all. The black banner at the top is gone - the fonts are different for the links (they are all blue, underlined hyperlinks). I have tried fruitlessly to find something in the Options dialog that controls how things look in Outlook Today with no luck. I need all my users to have the same look for training purposes. HELP. And thanks!!!!!
 
OK - I just realized it's not just Outlook Today - there are colors missing when I'm browsing the web. I think someone must have messed with a Windows option that I can't find. It's like all the banners are being suppressed. For instance, if I go to this site: the Login window typically has a blue background. Not so with one user - it's all white with black text - no blue at all - not even for the text that appears on the right side of the page (Welcome and MeataFrame XP Message Center). Obviously, this needs to be posted as a problem for Windows/IE or something, not just Outlook......any suggestions?
 
Another OK - duhhhhh..... I went into IE's options and turned off all the Accessibility options for ignoring colors, fonts, sizes - that was the problem. Ignore my original question.
