XP is corrupt, cannot access device manager or event view

I have an installation of XP Pro that is behaving very strangly, although functioning for general office programs and installing new software, it will not detect any new hardware (usb disk for example) and cannot run add new hardware wizard.

The PC in question is a dell and is only a few months old, would anyone suggest that this is a hardware issue, or something that can be fixed by a reinstall of xp?

The other issue is event view, cannot view system or application logs get strange error coming up.

Any advice would be much appreciated.
