I have tried to install XP at least 10 times now on this system. Xp does not lockup itself, because I can plug a USB mouse in and a mouse curser will pop in, but you cannot move it. But the keyboard and mouse are always non-responsive, no matter what I do. ME, Win9.x work great! I have pulled out all the cards in the system, and loaded it up with no extra hardware other than the video card. Still the same issue, no keyboard or mouse. I download the newest flash for the TYAN S1854 Motherboard, and flashed it. Still no KB or mouse. The MB is not on the HAL at microsoft, so does anyone have a suggestion.

Figured it must be, but thought I'd better ask. 
This is quite common, although it looks like you've addressed the issue in one or two places already. See for more details. I'm not convinced, by what you've said above, that this is 100% your problem, but it's certainly a good place to start.
