Well I know that Xerox only release metacode documentation to folk that have been on the course, and are thus 'licensed'. That usually means companies who are in the business of creating metacode emitters, eg from pcl to metacode.
I'm think there's non-disclosure in there somewhere, and if that's true then anyone with the documentation should be more than reluctant to let you have a copy.
