Chris Bolt at offers a WYSIWYG editor in his download section. I just spent some time looking at commercial versions elsewhere. This one is free under GNU LGPL.

The editor actually runs off of IE components but Chris's implementation is awesome.

If anyone knows of a better way to format HTML in a form field, please let me know.

The drawback is that it only runs in IE - - but the cross-browser java versions of WYSIWYG editors that I reviewed elsewhere seem sluggish.
