I would like to know how to allow a person to be able to write to a folder on the server. This is a shared folder but when I select the "full control" and click apply, and return to the folder the full control is denied again.

Is the user accessing the folder over the network or actually at the server?

You need to be more specific.

Who are you giving full control to? and where?
Are you setting share permissions or NTFS permissions.

Remeber the default share permission in Windows 2003 is everone [Read] thus whatever permissions are set at the NTFS level the user will only have read.

First change the share perssion to allow everyone full control.
