Worksheets order 1

I have a spreadsheet that uses a custom menu bar to navigate to worksheets (tabs are hidden). It uses the sheet number to identify it e.g the first worksheet is 1 the second is 2 and so on...The problem is if a user changes the order of the worksheets the navigation menu becomes screwed up!I've hidden the worksheet tabs, how do i prevent a user from a)un-hiding the tabs from the options menu b)moving or deleting worksheets from the format menu and c)inserting new workseets from the Insert menu.

One: Tools->Protection->Protect Workbook->For structure

Two: Why not use sheet names? Maybe you yourself happen to need to change their order or add/delete some, so you'll have to rework the whole thing. PITA.
