Workgroup on Open Wireless Network

Hello,
I am working with a small group of senior citizens who will be doing low income tax preparation at the local library. The Library has a open network which we have four machines that connect to, so they have internet access. One of the four machines will be connected to a printer and I want to allow the other three machines to print to it. They all have the same workgroup name "Tax", however I can not see the other machines or the printer from any of the computers. When I go to Network Connections --> Microsoft.. I can see the workgroup name, but can not access it to see the machines. I get an error message

"Tax is not accessible. You might not have permissions to use this network resource. Contact the administrator for this server to find out if you have access permissions.

The list of servers for this workgroup is not currently available."

Is File sharing enabled on each machine?
Make sure the printer is set up as a 'network' printer

the printer is "shared" on the USB port of the attached machine, how do you mean 'network printer'? Yes file sharing is enabled. Thanks for the prompt response.
