Word template headers/footers sent from Outlook as attachments

I've got a Word template that includes a header and footer. When I save the template as html and use it as Outlook stationary, the recipient of the stationary receives an email with the header/footer in attachments rather than laid out on the page. Has anyone else seen this and know what I need to do?

David: Some people don't receive their messages as HTML either because their email application doesn't support it or because they choose not to. Can you control it? Only by contacting them. Anne Troy

But even if I send to myself and I have my Outlook mail format set to HTML, I still receive attachments instead of headers and footers.
 
OIC. Sorry.

I see you're using it as "stationary". Sorry. Outlook stationary doesn't have headers and footers...that's a Word feecher. LOL Anne Troy

My stationary has three sections with a graphic image in each one: the header, a watermark background and a footer. Is there a way to set this up as Outlook stationary without using headers and footers for the page-top and page-bottom images?
