Word 2007 Open para or paragraph before button on Quick access toolbar

In earlier versions of word, there was a nice 'Open Para'(aka Paragraph before) button that worked as a toggle to add or remove spacing before a paragraph. In word 2007 it seems to only add space. It no longer seems to work as a toggle. Is there another name for it. It does the same as pressing Ctrl 0 (zero).

If I create my new Normal.dotm from my old Word 2003 Normal.dot, it shows the button on Add-Ins Ribbon and it works the way the old one did. I would love to copy it but can't figure out how.
