would you care to redefine "wireless isp authentications"? what is it you are looking to do.

Although, I think perhaps you are looking for information on "Radius" servers. Check out

hi again and thanks alot for replies
the exact purpose of authentication is to define a username password for clients and server is only allow them to access internet after authorization and they may like to see how many traffic they used and how long they have been online.

It sounds to me like you're looking for some kind of gateway or proxy system.

PHP is likely not the best language for developing something like that.
