Wireless, full signal, low speed

Hello,
Have a netgear WG602 v2 access point and a Belkin 125g NIC. I have this AP because the 125g card wont connect consistanly with the 125g router, i have set the card to not use afterburner or X-press technology. The AP is one floor above the card (bout 1.5-2m, sorry dont use imperial). When the router is just places on the windowsil it will get 2-3 bar connection and a 11mbs to 18mbs connection. I fashioned my self a large tin foil cone and places that round the routers arial. The card now has a full signal strength, but will only connect at 24mbs to 36mbs. I find this strange as I would assume a full signal would normally give full speed. Any ideas how to make this happen?

Choose a more appropriate forum listed under Communications Rack or Data Transmission.

Besides a full signal strength, though, there are many other settings you can tweak such as "preamble" and "channel" in the router settings.
