WINXP: Network Adaptor Property Page unable to access after SP2

Have any i encounter this incident where you are the domain admin yet could not access to Network Adaptor's Property page? Error message: "You do not have suffient privileges for accessing connection properties. Contact your administrator"

I know no voice, I knew nothing about systems,
i know NUTS on networking, Therefore I dont know anything!
