Wins cache refreshtime

On Windows 2003 server, it's usually 6 days (the renewal interval). If you are talking about how often a client refreshes it's own records, that's different.
You set the renewal interval by running the WINS Admin console, getting properties on the servername, and going to the Interval tab.
