WINNT folder is no longer a folder

This is a Windows NT 4 Workstation and the WINNT folder is no longer a folder. It looks like a Windows Icon. Is there a way to fix this without reloading the OS. Any suggestions will be appreciated.
 
two options:

1. It is a folder but the icon has changed - trash the icon cache.
2. You have a virus.

Check: go to cmd. cd /winnt and see what happens. If it goes in, you need to change the icon. If it says it isn't a folder, you'll ned to reinstall. My guess would be the iconcache.
