Windows98SE Open Programs 1

My 200mhtz pentium seems to be running slow. I know I can now upgrade rather inexpensively, but would rather see if I can make my existing system better.
I do the ctl-alt-del thingee and see all the open programs; then I go into the setting-start menu and do not find those open programs listed.

How do I find what/where those programs are being made active, and how do I know:
1. If I can (and should I) safely close those programs
2. Where to go to and how to close those programs

If you can reference me to a good book or on-line source to get myself more informed on this subject area I would really appreciate being able to get more capable. thanks.
 
Start menu|programs|accessories|system tools|system information
From there choose bootup or startup or something along those lines. You can go through the system.ini and win.ini files as well, but i would only disable starting up something that i absolutely knew what it was.
 
Just go to Start > Run > and type in: msconfig
Look on the Startup tab.
Uncheck everything you don't want, and you can always recheck later.

msconfig is the main place to look but there may also be startups in C:\windows\all users\start menu\programs\startup
