Windows XP hangs on boot up even in safe mode???

I have a windows xp pc that will not boot no matter what. I have tried last known config, safe mode, ran a full chkdsk on the drive from another system. I am also able to access the drive with problems (copy & paste large amounts of data).

When the pc boots it will just hang right at the windows xp splash screen where you have an orange bar the moves across the bottom of the screeen.

I have a gutt feeling it might be a corrupted system file of somesort. Does anyone know how to reinstall the critical system files when the pc is at this point?

Any other suggestions would be great.

If you can, boot from an XP CD and run a repair installation..(for maximum security, if you are connected to the internet and do not use a separate Firewall, use a version of XP that has SP2 installed ( a slipstreamed CD) or go buy a new XP CD with SP2 or, disconnect your network cable until you can apply SP2. It does not take long for a non-firewalled PC to get infected).

I never get the option to run a repair installation. I remember seeing that to and I was kind of surprised not to see it. I get the option to press R to use the recovery console which I don't have the password to and then I have the option to reinstall windows. Do you remember where exactly that option apears?
 
Have you tried repairing the master boot record? That worked for me before on a similar problem.

Go into the recovery console, choose the relevant xp installation and type: fixmbr

If that doesn't work try: fixboot [drive:]

Try Chkdsk /r from the Recovery Console. Also look at the FixMbr, Bootcfg and FixBoot commands.
