windows XP Desktop /screen saver not able to change

on my windows xp laptop, I am not able to make any changes under the Desktop or Screen saver tab, this hapning after I upgrade my laptop from windows 2000 to Windows xppro. it looks like it locked down some ware in the securiyt. how can I change this.
 
Are you a member of a domain or is this your personal computer?

This is certainly caused by a Policy setting, either set as per-user or per-machine. Download Wallpaper Hijack Remover from the following URL:


Unzip and run the utility. Click the Check for Hijack button. Click the Repair button located adjacent to each Policy setting.

Repeat the above for HKLM also.

I try the wphijack it show me that most of the options in the HKCU is disabled and when i click on repair it says reaired but still the issue is the same. how do I edit the policy settings on xP?
