Windows XP blocking access to .exe files 1

Hi Guys

Ive got a bit of a problem and wonder if anyone can help.

My study buddy has sent me a program over the internet connected with our course. He wants me to test it. Its a .exe file and windows wont let me open it. It keeps saying that it has blocked access. We have tried sending it by zipping it but just got the same message. Anyone got any ideas. Im using Windows xp home

Windows has blocked access or Outlook has blocked access?
