Windows won't restart

After updating a driver or installing some software, you will frequently get a message about whether you want the computer to restart. If I click YES, the computer goes to the desktop but does not restart!

Everything works perfectly fine, except for this bug.

Is there a registry setting or corrupt file I should be looking for?
 
Discovered the answer to my problem. A small utility that checked my computer time with an internet time server was the culprit. It seems that when I tried to restart the computer (Start > Shutdown > Restart), the utility would disappear from the Systray but then the computer would stop the restart process. If I again tried a restart, it would do it.

Once I uninstalled the utility, the computer worked normally.
