Windows Tour - Reg key

Hello, can someone point me in the right direction. I have disabled the Windows Tour popup. I am trying to make an image and this key is not sticking below. Tour is still popping up on local admin and new users that I create. I have extracted the registry key and deleted it. Still doing the same thing. Is there any other key that needs to be altered?
