Windows title bars are missing

We have one Windows 98 machine where everything works except the title bars for the programs are all missing. So it will run programs, but the top bar with the underscore, square and X on the top right corner isn't availabe, and the window can't be re-sized.

We're wondering if anyone knows how this might be fixed, without having to re-install the entire windows OS?

We checked the monitor and that seems to be adjusted right.
 
Are they actually missing or just out of view?

If they are out of view, you can use Alt+[spacebar] to choose to resize/move the window the window. You should see a + with arrows on all points. You need to hold down the left mouse button and got to the top of the window. Keep hold of the button and move the window to where you want it.
 
I appreciate the suggestions, they helped. I think it was just one program that was off that day.
