windows installer service cannot start, access denied

i have a problem when i try to start the windows installer service, the pc who is turning on W2k Pro he gives the error "the windows installer service cannot be started on the local computer, error 5:access is denied" (i am full administrator on the pc, i have all rights) , i already tried to reinstall the msiexec.exe file, this is the file who is responsible for this service, but won't help

i already search a lot on the internet, but till this moment i don't have any solution, can somebody help me

with this KB Article i solved the problem the windows installer sservice is back and he is running again
