The SharedAccess registry entries need to be rebuilt by copying them from a working machine.

Where if the user had followed the instructions given, the enable was forced. But from reading various other threads it became clear to me the issue was not a Group Policy object or registry entry, but a fairly common corruption in the registry entries for the rebuilt and new SharedAccess service. Ramesh, MS-MVP, bless his heart, offered clear instuctions as to how to rebuild the needed registry entries in my cited link.
