Windows Domain Security Policy: Can't right click taskbar

I just setup a Small Business Server 2003 network and when users login to
there workstation through the domain they cannot right click the task bar, or
to enable the quick lauch toolbar.

Under the "Group Policy managment" the policy "Small business Server client
computer" I did make some changes, and they work. But I have no settins for
any setting in the "start menu and task bar" section but users cannot right
click the taskbar. The reason this is a problem is I want to let users right
click to enable the quick launch toolbar.
 
Do you have more than one GPO? The setting should be "remove access to the context menus for the taskbar"

If your clients are XP, another thing you can try is running rsop.msc from the run box or the command line. This will show what settings are being applied to that particular user and computer object, and what GPOs the settings are coming from.

GPMC has a similar feature (group policy results) that will let you figure out what is happening on the clients from your server.
 
There are only the default SBS2003 GPO's like "Small Business Server Password Policy"

there all very small security related. the "Small business Server client computer" is on top, and i have checked it as enforced.

I was not aware of rsop.msc for XP. I ran it and it showed all the settings correct, and the source was "Small business Server client computer"

The 3 settings that look liek they should affect the task bar wheather i select as not configured or disables makes no difference, uers still can't right click to enable quick launch.

"Do not display any custom toolbars in the tasbar"
"Prevent changes to the taskbar and star menu settings"
"Remove acces to the context menus for the taskbar
