Windows Disk Cleanup

Hello all

Trying to run something as simple as Disk Cleanup but it just won't run don't know how important this is but PC not running too smoothly and spec is pretty high.
Apprieciate any feedback.
Also any tips or software to use to increase performance on Win 2000 would be fantastic.
