Windows default sounds

My computer does not play the default sounds on start up, closing a program etc. I can play the wav files through WMP. Tsound card works. I am able to play cds/dvds fine. When I open the sounds menu in the control panel I click on a wav file, it pauses for a second but no sound is played. Any suggestions???
 
Restore System Sound:
This generally happens when the Windows Audio Service does not stay started. This edit resolves the issue. See line 371:
Startup Sounds are missing:

TweakUI/General/Beep on errors (verify that the box is checked).
Restore Startup and Shutdown Sounds (Line 211)
