I have a web app written in vb.net 2.0. We would like the application to login users based on thier windows credentials. OK No prob. Here is the catch. If joe Is logged on to his machine but Bob comes along and uses joes machine to access the app. Joe is not authorized so we want a domain login box to appear that allows bob to log in under his domain account even if joes is logged into the machine.

I know this is bad practice. But none the less it is out of my control. Please help.

Yes that would be the correct thing to do but it's not the requirement. I know that this is not good practice but it is a requirement.

So have the web app validate the currently logged windows user. IF the credentials are ok, allow the web page to load. If the cred fail to validate, simply popup a domain login box.
