The boot sequence gets as far as DMI Pool Allocation, I then get the C:\ prompt and a message saying run c:\windows\command.com - I cannot get anything from the c:\ and cannot use any DOS commands.

Is this a hard disk failure or virus problem?

Can you give us an idea of anything you may have been doing on or to the computer before this happened?

I recently installed a drawing package. Also since installing and external Zip drive many months ago, the pc would boot into safe mode quite often

Sounds like one or more of your boot files or your master boot record are corrupted. Try booting from a bootable floppy made with Win 98 and containing the fdisk program and type fdisk /mbr and hit enter. If this does not work try typing sys c: and hit enter at the A:\ prompt.
Best of luck
