Windows 98 SE keeps restarting

I have had this error in the past and have fixed it by restoring the entire hard drive. I just want to know if there is an easier way.

My Win 98 SE computer boots up and gets all of the way past the winstart.bat file. It then restarts itself from there. I am able to restart into the Safe Mode of Win 98.

I did run the sfc from the run command line and only found 1 file to be corrupt, setupx.dll. I repaired that but the problem persists.

Any help would be appreciated.
 
I have checked for viruses.
How could I check for spyware if I cannot start into Win 98 Normal mode?
 
Here is what I would do rename winstart.bat to winstart.bxt and reboot. Let me know how you make out.

I supect you might have accuired a worm! sometimes it will not be recognized by a virus check. Do you have any XP programes running eg, Office XP...etc?

I have a similar problem with a PIII850MHz 256MB machine. Windows will restart at the same point everytime I try to start it in normal mode; but works fine in Safe mode.

I've tried different things: re-create partition, re-install, remove all unneccesary hardware (including on-board ones), switch between PCI and AGP graphic adaptor, flash bios, ignore startup items, win.ini, system.ini (through msconfig), and different versions of Windows (98/98SE/95/XP). Nothing works except Windows 95. But I need 98 to run Office XP.

Do anyone has any similar experience or suggestion as to what else I can try?
