Windows 98 boot problem

Running Windows 98 on a HP 500MHZ. When I boot up now the desktop does not appear. Tried alt,ctrl,delete to see which apps were running. One is called msgloop. Tried using Nortons recovery disk and got a CMOS error message. This problem happened after I was on the internet and ended up getting a whole host of pop ups. Any ideas what I should do to correct this?
 
Are you on broadband, or constantly connected to the internet? I have seen the barrage of pop-ups actually hang the system up even after restarting. If you are on broadband, put your modem on standby and power off the system. Wait a minute or two and power back up. See if that does the trick. If it doesn't, reboot and go into Windows safe mode to see if it is a corrupt registry key. If so, you may be able to go to start/run/regfix and fix it.
 
Just an old regular dial up modem. I'll try regfix tonight.
