Windows 2003 Standard - Trying to create a VPN using RAS

Im having trouble trying to setup a Microsoft VPN using LT2P/IPsec. I have the Microsoft Tutorial,

but I dont understand the parts regarding answering/calling setups. the only thing i want to do is create the Site-to-site VPN not using Dial-up. Basically create the same sort of VPN that can be done on a Cisco/Foundry/Juniper Box. This vpn is not used for any mobile users, just two sites connecting to one another.
Any ideas?

What step are you having trouble with. What have you tried so far? So you have a DHCP or using static ips for the clients? I did the setup in a lab and was very easy to do.
 
Basically, the part about creating a Calling and answering end on both ends. Im using the article attached from Microsoft:

A calling and answering ends????? So do i create both a calling and a answering server on the both servers or just one on each server? I dont believe In need to do a dialin since this is non-mobile.
Any help would greatly help me.

So here is the scenario, I have to Static Sites, both have Windows 2003 Standard. I want to create a VPN between the two sites. Would I create 1 Answer Server and 1 calling Server? Any ideas would be greatly appreciated.
