Windows 2003 security question

Here is my situation:

1) I had an Oracle 10g db on a Windows 2000 machine. Both I and another developer could get data from it using OLE connections.

2) I got a new box and put Windows 2003 on it. Then I put my Oracle 10g db on it.

3) Now he can still make OLE connections to the data. I cannot make a connection.

How does Server 2003 tighten security? How do I prevent the OS from blocking connections to Oracle?
