windows 2003 sbs password policy ?

I have my password policy set to expire every 90 days. The issue i am having for some users is that when they logon and are prompted to change their password, it takes their new password, logs them on, then doesn't allow the access to anything. Then when they reboot or logoff and try again at some point the lockout policy kicks in and locks them out. Others have no issues.

Any ideas why this would happen?


All workstations are Win XP SP2.

Are they logged in at another workstation when their password is changed?
 
Nope.

I thought maybe there was a time delay for replication for policies but it works for others quickly.

Okay looking more into some things here are some more details / questions.

We are running SBS 2003.

I see there are Group Policy Objects for "Default Domain Policy", "Small Bussiness Server Domain Password Policy", "Small Bussiness Server Lockout Policy" and of course if you go to Users under Server Management there is an option for "Configure Password Policies".

Which one takes presedence?
