Windows 2003, Citrix "You do not have access to logon to this session" 1

I am switching to a new Windows 2003 server (Citrix Release 3) for my Citrix box. The old box is a Windows 2K Server (Citrix Release 2). The Domain Controller is a Windows 2K Server also (Citrix Release 2). My problem is when I try to login to my 2K3 box with any account other than a Administrator or Domain Admin (USING CITRIX CONNECTION) it gives me an error "You do not have access to logon to this session". But when I logon as any account just using TERMINAL SERVICES it works just great. I also have a group setup on the domain controller with citrix desktop locked down and when I logon as a user (I gave them ADMIN rights so I could logon) the rights do not carry over at all. Does anyone have any ideas. Thanks alot!
 
A better way (IMO) would be to add the users to the Remote Desktop Users group.

for my experience (not in 2003), such message (OK for admin, NO for others), comes out in ica (Citrix) and not in TS, when Licence of Citrix are not OK. Have you joined new 2003 server to the old ServerFarm or new created ? Are the license available (pool ?) for this new ? Is the product code of Metaframe consistent with the license ?

To tidy things up in our setup, I disabled RDP and set permission to the ICA protocol to an AD group called #ThinClient, making sure that all users on citrix were members.
There is a citrix equivalant to TS connection manager;
Citrix Connection Configuration (probably the same thing)...
