Windows 2000 Terminal Server Setup

Whats the best way to setup a windows 2000 terminal server? The users are going to be coming from ADS and logging into the TS. I need the users to have Admin rights to the TS because some of the applications that they will run will need Admin rights. I don't want these users to be able to shutdown the TS though. Any thoughts?
