Windows 2000 slow refresh rate

I have a remote user with a strange problem, icons appear very slowly, sometimes taking 40 secs for them all to appear, this is via the details view. I have had him change the views, I have also had him remove web folders, I have also disabled excess programs for eg Virus Scan etc, but it still happens. He is a photographer and has a lot of graphics however some of these folders he is accessing have only 30 or so photos and it still takes 40 sec's or so to show the icons. Looking at the task list Explore.exe is taking up around 80-95% utilization, when ever he looks at one of these folders, I have run Virus scan, scan disk, and defraged the drive, still happening. He is running a Compaq EN 733, 512mb ram, 20gb hdd, Windows 2000, he has 512 - 1024mb pagefile, runs McAfee Virus Scan 4.5.1 sp1, photoshop 6, office 2000, he also has a flash card reader and uses Nikon viewer.

Anyway if anyone has any ideas they would be much appreciated.
