Windows 2000 Server startup problem 1

Trying to restart our Network Server running Windows 2000 server. It goes through the standard startup steps...
...Windows is starting up
...Preparing Network Connections
...Applying Security Policy

It won't go beyond this point (applying security policy). System sits for approximately 10 minutes then automatically reboots and gets to the same point again.

Any ideas why this is happening and any way to bypass this step of the startup?

No settings have been changed for quite some time. The only unusual circumstance with this is the server was shut down abnormally due to UPS battery backup failure.
 
I had the same thing happen. The power went out, and I got back and booted up the server. Just as it was booting up, the power went out again (no UPS). I'm thinking PSU or Motherboard. It reported 'No Drives Found' when I have two.
I rebooted about 5 times, and finally it came up normally with both drives, but crashed a while later.
I am going to open the case to check for blown capacitors, and then check out the PSU.

You could try starting up in Safe Mode, and then shutting down and re-starting. That should clear any errors.

Figured it out. Went into safe mode and disabled several services. Determined the NIC card was bad. Once that was disabled the system started up. After system was back up I enabled the NIC card and all is working fine now.
