When my windows 2000 DC server decides it wants to lock up or stop working properly my users experience sluggishness on other servers that are not DC. I use DNS and WINS on my DC and I am wondering if pointing my non-DC servers to my DC via DNS and WINS would slow down web applications on those servers. What would the best resolution be to stop the sluggishness when my DC decides to stop responding and I have to reboot it.

I would try to figure out why your DC is having issues. Anything in the Event Logs that would indicate the problem?

If your users are doing anything that requires authentication or AD, then they would definitely see a slowdown.
