Windows 2000 Professional reboots at shutdown

When I tell the system to shutdown, the system reboots. The only thing I can find at support.microsoft.com is "System and Startup Settings". I looked, according to that document document everything is as it should be. O.K.
It still reboots at shutdown
 
Just to be sure, when you click on "Start - Shutdown", is the drop-down box set to "Shutdown" and not "Restart" by any chance?

It just means my answers are from experience, not a book.
 
Had exactly same problem and went through all the power options and could not find anything amiss.

However I once again went through all the BIOS options (must have done numerous times) and noticed an option in the Power Management. This was 'PME Event Wake Up' which was enabled and should wake up the system from a soft-off or suspend. I disabled this and the system now shuts down properly. Its a bit weird as the same setting were used before upgrade (CPU and HD)
