windows 2000 ODBC Problem

Whenever I open data base file by using ODBC driver in Windows 2000 I cannot open the same data base file with any other program. It seams that Windows 2000 ODBC driver opens the data base file in read exclusive (or exclusive) mode. How can I work around it since I need multiple read access to the data base file? I don't have this problem in Windows NT.
