Windows 2000 Active Directory Disaster Recovery

I am planning a DRP for the first time. My current environment is 2 Windows 2000 Domain Contollers. DC1 holds the FISMO roles, Primary DNS and DHCP. DC2 a redundant DC and redundant DNS. I backup system state on both nightly

We are planning a trip to an offsite location to test our recovery. The hardware will be similiar to our current servers but not exactly the same. I am planning to recover only one of the servers during the DR test.

Do I restore DNS buy restoring the %systemroot%\system32\dns folder?

Do I restore DNS then Active Directory from system state?

Any insight from experienced DR planners would be greatly appriciated.
