Win98 will not boot

I have a pc that when booting starts registry checker everytime and says it has restored my registry and click ok to restart. It keeps doing this. It will boot into safe mode. I ran the system file checker and it said all files were ok. Any ideas how to fix this? I am about to reload it. Thanks
 
Do you have a version of some sort of anti-virus software, namely Norton or McAffee installed that's less then a year old? If so, have you been updating the virus definitions? Windows will tell you nothing is wrong because everything looks congruent and file structure appears intact. This is the case for most computers after a virus has been installed on the computer. Whatever specific thing Windows says it needs or whatever error it generates, I would plug that into a search engine, like google. Always check Microsoft's Knowledge Base as well.
 
I experienced this same problem a year and a half ago. We bought 22 new HP Vectra VL 400. Two of them had this error. In the end it was IDE driver update that fixed it for me.

Try this:
1.) Boot into DOS mode.
2.) Get to the Windows directory, (c:\windows, for example).
3.) Type: "regedit /e c:\system.reg" without the quotes, and hit enter.
4.) The registry exports to a flat file. There will be no progress indicator, just wait for it to finish!
5.) Once back at the command prompt, type:

"regedit /c c:\system.reg" without the quotes, and hit enter.

6.) You'll get a progress indicator here.
7.)When it's finished, reboot, and let Windows go into Safe Mode, or Scan, or whatever.
8.) Once successfully in Windows, do a normal restart.
