WIN95 Fatal Exception Error 016F:BFF9A25B 1

PC w/ WIN95 has this fatal exception error at start-up. Any attempt to continue, restart or resolve brings the error message back. Mouse is inoperable. Solutions?

Can you boot to safe mode? If you can, check Device Manager for errors and remove everything from startup folder. Did something happen previously (like added a new device etc.) If so remove that device from the Device Manager and let it redetect. Worse case you can remove every device from device manager and let it redetect them all.

Can you give me a little more detail on how to do that without deleting or losing something permanently??? Thanks.
