Win2K Problem on Laptop

Okay, truth be told, I really haven't worked on laptops much... I mainly specialize in Desktops.
Here's my problem... I've got a customer that wanted me to re-install his OS (Win2k). Turns out, he wanted this because his ex-girlfriend apparently changed the password on him. The BIGGEST problem is that the setup directory has it set to read the C Drive first (before CD or Floppy), so I can't just use a boot disk to format it (he doesn't care about the info on it). Then, above that, the setup seems to be blocked by another password that he doesn't know.
So.... anyone have ANY ideas how to fix this??? I'm open to ANYTHING right now... I've racked my brains, but I don't know enough about laptops to think of anything else.

It should be simple to change the boot sequence.
Hit DEL (or maybe F2 or Tab) at startup to enter BIOS.
 
That was a good idea... but I tried that (F10 is what he gave me, but I tried all of the "F-keys").
That's what I was saying about the setup (the Bios) needing a password.
