Win2k pro slow to make network connections as user

Hello all
I have one laptop with windows 2k pro on it that is causing me headaches. We publish an app through Citrix and making the connection to our citrix server takes an awful long time as a domain user, when I log in as the domain administrator the connection is speedy like it should be. This is happening on the same machine, it is a new laptop for an existing user whos profile works fine on his old NT machine. Any ideas what the users profile is missing that the admins profile seems to have would be much appreciated.
Win2k is patched up to SP4, pinging machines from the users profile is normal (no delay), as is his login, he runs a script immediately and there is no delay, just delays when we setup his Citrix connection.

How is he connecting to Citrix? Through the client or the WebInterface? If its the client, try specifying the address of your data store server for the specific connection ie: the server location button OR if its the WebInterface drop the size of the Temorary Internet Files to 10Mb or less. I've seen the slowdowns and even connections timeout because that cache was too big.

I had installed the newest version of program neighbourhood, rolling PN back to version 6.31 has sped up his connection to acceptable levels. Still a little puzzled why the new version of PN works fine as admin but not the user. Our user is happy now non the less and I am moving on to other issues.
